you get legion when you do the reaper IFF mission he's impossible to miss.

Fair warning, when you do get Legion and keep it from Cerberus, be sure to activate it and do the loyalty quest ASAP. Legion is t the AI core I think, through the medical bay.

You'll get a mandatory briefing from the Illusive man where he tells you about the IFF you can then go get it at your leisure. Be warned though the Iff mission marks the beginning of the end game so I'd recommend getting any side quests you want to finish done before that point.
