Was wondering that as well. If you import a ME1 char with full para or ren you start out with some in your bar in ME2 but the moment you do a NG+ you lose it all? That's just stupid. Wonder if losing that edge will mess up with some things.

Complete ME2 with ME1 imported character
Select Main Menu after credits
Select New Game
Import ME2 character
Select Autosave
Play through initial scenes of Normandy and Project Lazarus
Then Xbox freeze at Shepard's skull loading screen, ( the diagnostics on shepard's body do not appear yet)
I believe this has something to do with loading the ME1 imported data along with the new imported data from ME2 game completion. It is really frustrating, because I was planning to attain level 30 since my character only made it to 27 through my 1st playthrough.

I'm trying to import my ME2 character (don't have ME1) and I already have the game copied to hard drive.
I'm trying again (3rd time), if this doesn't work I'll try removing the game from the HD.
They definitely need to make all cut scenes skipable!

If you import from ME2 character, you cannot change your class, and your Shepard's points do not reset. You do not get a boost to Paragon/Renegade. You keep all weapons and purchased armor pieces, only having to buy the upgrades. Honestly, you are better off importing an ME1 character.

I'm pretty sure you have to wait until the end credits are through. You get a screen telling you that you can now continue to explore with your current character or import him/her into a new game.

It does. Some speech tests are almost impossible to pass if you don't play a pure paragon or renegade character. You also lose all of your upgrades, but the enemies are leveled all the way up because your character is, making the game very noticeably more difficult, at least until after the Horizon mission when a few important upgrades unlock.
NG+ is generally supposed to be a more difficult challenge, though, so it makes sense, really. It's not like you have much of anything to gain from going through two full playthroughs, if you want a good savegame with everyone saved and loyal for ME3, just take your NG ending.
I've also had the crash at the load screen with the skull, by the way. And at one or two other load screens.

I've still only ever managed to do one NG+ playthrough. I guess I just got lucky that it didn't freeze that one time.

No, they're independent.
Once you get your ME1 character to level 60 and beat the game you'll have to reimport it into ME2 to get all the higher benefits.
