Edit: one question though...
How can it be that the direct link is like 126 MB, and ingame it tells us that it is 350 MB? :s

What did work was I went to where I installed dragon age, which for me is on my G drive for games and then to bin_ship and then ran the daorigins.exe This bypassed the launcher screen and went right into he game and DTO was there. Also though it said content to be downloaded was all of the other DLC I had, but it also said they were installed at the same time. So I just had them install again to be safe. Again the file path is where you install, so for me it was (G:\\\\Dragon Age - Origins\\\\bin_ship\\\\daorgins.exe) I have my hd partitioned so I always custom install games to that drive specifically for all my games.

This did the trick for me, now the dlc shows, thanks

For those that are still waiting try manually downloading and installing it. Back when it was not released that would allow it to show up as available for some people (a little illicit at the time), but since its released now I think it should be okay.
There are two things that might need to be downloaded:
Return to Ostagar Offer RtO's equivalent of Levi. I think this is what is supposed to automatically download to make it show up as available. Possible just downloading and installing this will make it work.
Return To Ostager Main The actual DLC. You can't use it until its actually bought with points, but this might make it show up as available so you can actually buy it.
Right click on the links and save them to your harddrive. Then find the daupdater.exe application and open it. Drag the .dazip files onto the open application and then install them.
