Tried pretty much everything, but getting those 2 downloads you linked then un-hiding my file extensions finally got the job done.

It's downloaded & installed, my 400 points have been taken and my profile on this very site shows RtO as a registered game promotion but I still cannot play.
RtO is in my installed tab with "(unauthorized)" next to it and also in the available tab, presumably demanding another 400 points!
Right now, I'm really not thinking any of this was worth the aggro. 
Well aren't I special today.

I kept restarting over & over and eventually RtO left my installed tab and is no longer "(unauthorized)".
Went in to a game, and the new location appeared on my map.
*Spoiler* Had the little guard fight, clicked on Elric...

Choosing "leave him be" does nothing at all - cannot click on him again, so no quest and DLC wasted (= reload).
Choosing to revive him gets this chunk o' text:
"New content has finished downloading. This content will be installed the next time you restart the game. You can restart it now or keep playing and restart it later."
As you might expect from the overall RtO experience though, restarting the game has no effect (if I reload & repeat just get the same notifcation again). As with "leave him be", cannot click on Elric again (whether carrying on or after reloading) - the quest just remains static at the "he is lying unconscious and bleeding stage".
For the extra kicker, each time I check on DLC RtO reappears in available requesting another purchase, till I refresh my wallet a few times and it disappears (along with the unauthorized label in my installation tab).
Calling it quits for the weekend - hope Bioware can fix it next week.
