Vic - I fixed this on my end, after thinking about what the manifest file was showing.
Basically, I corrupted my manifest file to force the server to reconstruct it for me. When I simply deleted it, it looks like the game rebuilt the file before accessing the server (probably a check on launch to make sure a manifest exists), so it just rebuilt the manifest I had previously based on my already installed DLC.
Once I corrupted my manifest, the DLC immediately appeared after relaunching the game and logging back in to my EA account. I'm guessing it fails a check there and requests new information at that point.
To anyone else having this problem, I would back up your manifest first just in case this does not solve your problem (for example, if it is caused by something else like a firewall or other software). Once you do that, just open the manifest file in Notepad or something, and just delete a large chunk of the text contained within and save your changes. Then re-launch DA:O and log into your EA account.
