You have to run the configuration utility for ME2.
Start the game and click on Configure instead of Play. When the utility pops up, choose the Save Games tab. Click on the 'Copy Mass Effect 1 Saves Games' button. When the window pops up, navigate to your ME1 save folder (on XP it's My Documents -> BioWare->Mass Effect->Save). Click on Okay when you've got that folder highlighted.
Start the game and you should be able to access your old characters.

Go to the configuration tool for Mass Effect 2. There is a "save" option. PRess the button on the screen that appears, and navigate to the "save" folder (usually My Documents\\BioWare\\Mass Effect\\Save ). It copies the files of characters you've finished the game with to the ME2 folder automatically.
After this, you can select to import an ME1 character when starting a new game.

No it doesn't, that's what it should do but it's not doing that for me!
I went through ME1 all over again, finished, saw credits, used ME2 config to import saves and started a new ME2 game but there's still nothing listed to import! GUTTED!
Running Windows 7 x64

ahhh ok i see. i got it to work..
on steam i did right click and picked "mass effect 2 launcher" if your promo/cdkey shows up just choose "launch game" and it'll bring up a small window. choose "configure" then click on "save games" then you go look for your ME1 folder and click on the save folder.
it should be able to load into your ME2 now when you load it up.

im getting the feeling that downloaded versions of ME2 can't handle the savegames properly.
Manual copy, as far as i can work out, goes like this:
1) Go to "\\My Documents\\BioWare\\Mass Effect\\Save"
2) Copy the "Char_(number)-(level)-(lots of numbers).MassEffectSave files.
3) Paste them in "\\My Documents\\BioWare\\Mass Effect 2\\Save\\ME1" (create the folder if it isn't there)
You should be able to see your characters in ME2 when starting a new game.
