What about the story that Bioware might want to tell in a particular DLC? Don't they have a right to decide how much content in a give DLC relates to the story they want to tell? Why do people insist that the DLC has to meet the players standards and not Bioware's? I would far rather get a DLC pack that the developers were happy to produce than one that they felt pressured into creating "to please the players".
I don't think that telling the story in RtO necessitated a short length in combat encounters, humdrum items, or anything else people are dissatisfied with. I really aso don't believe Bioware is approaching the creation of DLC from a "we want to tell you a good bit of story" perspective.
In any case, it's nice to see closure on Cailan's story as well as various character's reflections upon Ostagar. Just feel like the delivery could've been "meatier".
