You're probably not done with the first set yet. He's in the second set of dossiers given after you collect the first set, which will then open up a second set.

You gotta talk to the babe on Illium. They tell you the name and everything. Go through the door at the bottom of the stairs(before Liara's office) follow that linear path until you see her.

This is after you ask Liara, of course.
