Could this mean that this issue stems from the Zaeed DLC?
I can't maintain a constant internet conection.. So now I am very worried about downloading future DLC.

Two games in a row with some massive issues regarding DLC...it's a shame because it really puts a massively large taint effect on the two otherwise great games

Because all you guys downloaded it on a console other than your own, I'd say that the digital rights licence has tied it to your GTs/profiles but not your own console, so you will have to either phone up MS support and ask them to manually swap the licences to your console ID, or use the online tool on xbox.com (can only use this once per 12 months afaik) Otherwise, only the GT that downloaded it can play it online, and not offline.

Edit: Reading the thread more carefully, I realise I'm mistaken - a good portion of the cases here seem to go beyond content license transfers. Apologies for my presumptions. However, for Commander Lance Shepard, a content license transfer appears to be exactly what has happened for you- be very wary of downloading any content onto your HD using another xbox. EA isn't screwing you- you'll have to take it up with microsoft.

I had the same problem but thanks to this suggestion the problem has been resolved. I even called XBL support and verified with them. They stated that as long as all the licenses are on the console and HDD then all DLC will be available offline. The only message i get now is that I cannot connect to Cerberus. This worked not only with ME2 but with other games like Oblivion, GTAIV and others.
As frustrated as I was with EA and Bioware, now I am beginning to think it is a problem with all DLC you might get over XBLM. I hope this helps. Thanks DimensionalGoo.
And a word of advice for others going through this, if you are going to transfer licenses make sure you redownload all DLC for games you might or might not be having this problem with just to be sure.
