I didn't get a second SMG until 98% of the game was done.

I cant remember where i picked mine up, but i know it was one of the loyalty missions. I cant even guess which one, but it was about halfway into the game.

its in the mission to recruit tali. it's on a body right in the area where you pick up the radio and talk to reegar.
