What level of Paragon/Renegade do I need to be at in order to keep her loyal?

Keep her loyal? You mean when she fights with Legion? You need to be nearly full to keep them both loyal or else you have to choose one or the other.

At the end of her quest, "Her plot quest" don't show the concil the proof that shows her father is a traior or even though you complete the plot quest you won't gain her loyatly

edited, I don't believe she requires any amount of Pargon or Rengage points

Yeah, I think she wanted to jump and lick me all over when I used my charm skills all out on the admirals.

I meant with Legion. So she leaves totally if i'm not persuasive enough?

I managed to Paragon Persuade her and Legion to set aside their differences. I believe you lose their loyalty if you fail the Paragon/Renegade check (which needs to be 80% afaik).
