She's on the presidium.

Please note that you can't go to the presidium in ME2 (other than the Councilor's office).

She's not in the game. She exists solely as an email and a blurb in a news reel.

I thought I heard an announcement while on Illium or Omega that she was resigning from the citadel. Don't recall exactly, sorry. But yeah, can't visit her.
