I can't find a way to complete this mission that doesn't involve shooting cops, but given that the security chief makes a point of mentioning that she fires cops who are on the take, and that Lorik anviliciously reminds you of that policy--twice, if you choose the right dialogue options--it seems like there should be a way. But I've been unable to find it either in game or via googling.

I know they're corrupt corporate mercs, but I'd still prefer to avoid killing, and the repeated dialogue references to the security chief firing dirty officers would seem to imply that there is a way.

I've never found a way to complete his quest without killing them, but there is a way to skip it completely. a merchant will ask you to smuggle for him, collect his package and turn it into the administrator instead. it's much faster but less satisfying storywise
