I have completed all of Ozzamar where I choose Harrowmont.  Why is this quest still stuck in my active quest area for Ozzamar when Bhelen is dead?

I don't think it can be cleared.  I had the same problem in my last game.

Does this happen every game?

I think it may have.  I'd have to double check my other characters.

Recently I just pick one or the other to avoid that problem.
