if they add new characters to replace our old companions again. they're going to have a riot in their hands.
not only by the fans of the old characters, but the fans of the new characters as well... considering if they ADD new Characters. they'll be flamed on how they JUST released those characters and they don't plan on expanding their story even further because Mass Effect being the "Last Game" of Shepard's Story arc.
so in other words. i don't believe they'd make new characters for the sake of trying to please everyone.
i think they'd probably bring back the old ones all together in one final game.
it makes perfect sense.
but if my theory is compromised as false. then thats just soooo wrong.
i hope they do the right thing:
and by right thing. i mean "No more New Characters, More of the Same, MORE OF THE SAME"

Casey has said multiple times that the reason the ME1 LIs were left out was because they were to be a part of ME3.
He also states that based on player feedback they would most likely choose some ME2 survivors (it is clear they all won't return)
there were a few more quotes here and there. What I take from that is the possibility of a new squad with the ME1 squad with "possibly" some ME2 mates to boot. Now I personally hope we see Miranda, Jack, Mordin, Grunt, Thane and Legion back. But I'd bet half of them will either be cameos or nonexistent in ME3.
I hate to cast a shadow on our hopes, but at least it's better than getting the game and then NOT seeing your favorite character in the role you want them.
All told, we must await dev comfirmation.

I just dont see Wrex as a squad member, hes got a krogan world to lead now and from his voice in ME2 he sounds alot older but wiser. =)

Seem like if Jacob die on the mission it would open a spot for Ashley/Kaiden (gun room!).

Zaeed was only in it for the money so he will probably move on to better paying jobs
Mordin i think will be too old to be a fighter but i think he will be on the normandy as an NPC
Samara will leave as she said so
Wrex will have to lead the krogans to battle or maybe his fighting days are behind him

The most popular characters will return as squadmates, but will likely not hold roles that cannot be interchangeable.
This is what I believe casey hudson meant by keeping the ME LI's alive through ME2, guaranteed.
Those specific characters, I think, Bioware want to have CHARACTER SPECIFIC ROLES.
As in, they MUST bein the plot, without doubt. This makes sense for kaidan/ashley, as they are BOTH marines of relatively high ranking, and ESPECIALLY makes sense for Liara as she is the only guaranteed survivor.

Tl;Dr
Liara and Kaidan/Ashley are reserved for plot specific roles that do not allow for generic character if they are dead, thus why they were "immunized" for ME2.
ME2 characters and LI's, while present and with their own stories, etc, will not be crucial to the plot, and will likely be interchangeable. Which characters are brought back will be determined by fan response and who lived in people's save games, respectively.
People always say Casey Hudson lies with these statements but he doesn't....you're just interpreting it differently.

This is what I want/hope too.
There is a school of thought that doesn't believe Bioware will devote time/effort to write/record/render every ME2 character given that they might not be in your playthrough. Hope that's not the case.

But I digress. I think that all of the LIs, main playable characters except possibly thane and mordin, because of age and mortality, will return. They would only have to do lots of character development with the ME1 characters, excluding Tali and Garrus, and the rest would have moderate character development. People would be slightly disappointed, but it would be acceptable. Just look how little character development Tali and Garrus got as compared to the other characters. No one's hugely up in arms about it so it's passable.
Just my opinion though, no need to go spreading it around

Wrex will lead the krogan (if he survived ofc)
Legion will lead the Geth (if you decided to reprogam the geth)
Tali will lead the quarians (assuming she didnt get Exiled)
Ashley/Kaidan/Anderson will lead the Alliance forces
I also agree on Conrad Verner as a squadmate, seeing how the reapers want to be baddass with there 'where incomprehendable' attitude, I want to make them wonder and break there syntetic minds on why i would include such a jackass to my crew turning them insane in there attempt to understand. (But aperantly he died in ME2 so i guess ceberus would have to rebuild them ^^ as the ultimate weapon against the reapers)
