I think they won't bring back ME2 characters back as squad mates but will have cameos and maybe even side missions to do, if they died then the side mission will be handed out by someone else (similar to what they did with Wrex and his brother)
the new squad will consist of liara and possibly kaiden/ashley the rest of the team will be either completely new or characters that we've met in ME1 or ME2 that weren't recruitable. I also think the amount of squad mates will be much smaller, maybe 5 or 6 because ME2 had so many characters that the main story didn't progress because it focused on the characters too much. It's possible love interests that survive could continue the romance but they won't be a part of the team.
ME3 is probably going to do something epic with the story so I can quite imagine there won't be much room for squad mates but more about gaining allies so then there are armies of each species to go fight a big space war.
How I suspect ME3 will handle squad mates...

Well, if you look at Dragon Age: Origins and see how many party members you had you will see that Bioware has done the 10+ team thing before. I think it is likely to happen.

This is what I believe casey hudson meant by keeping the ME LI's alive through ME2, guaranteed.
Those specific characters, I think, Bioware want to have CHARACTER SPECIFIC ROLES.
As in, they MUST bein the plot, without doubt. This makes sense for kaidan/ashley, as they are BOTH marines of relatively high ranking, and ESPECIALLY makes sense for Liara as she is the only guaranteed survivor.
favorites like Tali, Garrus, Thane, etc, i believe will be made available as squadmates and continued LI's, but will not have dialogue or cutscenes that are crucial to the main plot. They will most likely be OPTIONAL squaddies, based on if they lived or died.
Tl;Dr
Liara and Kaidan/Ashley are reserved for plot specific roles that do not allow for generic character if they are dead, thus why they were "immunized" for ME2.
ME2 characters and LI's, while present and with their own stories, etc, will not be crucial to the plot, and will likely be interchangeable. Which characters are brought back will be determined by fan response and who lived in people's save games, respectively.
People always say Casey Hudson lies with these statements but he doesn't....you're just interpreting it differently.
