"On an ongoing basis we plan to have the whole spectrum, from a free item all the way up to paid stuff and potentially larger packs that tell a big portion of the story."

So does this mean we'll be getting some kind of equivalent to the Fallout3 expansions? That would be pretty aces. Maybe there could be a post-game expansion between now and ME3 - something that expands on or builds up to the events in that game without necessarily being essential viewing.
'Larger' DLC?

Its very nice to hear that Casey and the team plan story DLC packs. That is something I've been hoping for more than any other type of DLC.

It would be great if we were able to continue the main story to the point where ME3 starts this time instead of just watching what happened.

One thing I fear about DLC is that it might not be able to be related to any character.
For example say if you Romance Tali, and they released a DLC on how Shepard and her went to find a way to make the relationship work. As in to boost her immune system, or find a way to give Quairans better immunitys(I am just making up a simple example for the purpose of the argument)
Though tali could've died in the game, so how they put money and time into making DLC that has the potential to not be bought or played. Even though I really liked being able to have all my crew live, it still scares me about how they can be used in the future.
Still I am really looking forward to Mass Effect 3. I almost hate that I beat mass effect 2 so fast and didn't pace it out.

The DLC doesn't necessarily need to be endgame. It could be inserted into the main narrative. I doubt they'd make character-specific DLC like your example though. More likely they'd make some 4-5 hour packs that acted as mini-stories. You know, like ME:Galaxy except not horrific. If they're endgame packs that build into ME3 Bioware would really only need to include some dialogue from each character. Let's say, for example, it's something involving Cerberus - most of the squad members would have witty little things to say here and there, but Miranda and Jacob would obviously be more invested in the mission and would therefore have a much deeper level of dialogue. But that would, of course, be dependent on them not dying.
