There are some in the backalleys

If you are talking about hooded people in denerim that walk away and disapear after you talk to them, then there are 3, one in each of the "clean back valley" quest areas and 1 in the market place area. Don't know where the last one is.

They look similar to Mages with pretty hoods and when you talk to them, they mumble something and just walk away into nearest doorway and disapear.

Maybe he is in the elf district that is currently locked for my origin. Oh.. what about that place where you suppose to kill lost of blood mages in abandond warehouse.. is there one outside that?
