How do you download it if you already have the points that you need to buy it?

I have no idea, the checkout only lets me buy more points even though it already says I have enough.

I purchased the RTO DLC on 11/27/09 and can't download it?

Generally, once you've got the points you start the game, make sure you're logged into the Server, then go to Downloadable Content and spend the points as you wish :-)
Checkout is just for buying points, you spend them in-game while logged on. The game downloads the content you purchase with those points guys :-)
i know, it's a bit of a confusing state of affairs - but that's how I got my redeemed Armour, Golem & Wardens Keep DLC :-D
Also just so you're aware, RtO has not long become available for download, after a period of delay.
