By this time I'm not sure any is still having the issue, well I was about 30 minutes ago.
What I did was start the game and logged in to the servers. The DLC never showed as available after about 30 minutes of waiting.
So I loaded a save from after Lothering, don't think it matters, but I wanted to return ASAP.
Anyway, within 10 seconds of loading the save the "New Content" message popped up and away I went.
My Solution to RTO Not Showing as Available.
