Why in the hell would it be Udina? Having played the first one, no matter what type of Shepard you have, paragon renegade or something inbetween, Udina wouldn't seem like the right choice. For my paragon Shepard he's too much of a self serving politician. For my renegade Shepard he's just a pandering weakling who stabbed me in the back. Why would either put him forward over Anderson, a military man who had my back the whole way? It just doesn't make any sense unless they tell us that our recommendation was overruled or that we never agreed to give one.

Well, Udina is not a bad Councilor as such. He just doesn't believe you and the reapers.

afaik, they ask you in the test and you can devide who is the counclor?
