Do you keep all upgrades, weapons and resources?

No, just the level, basically. Better off importing an ME1 career for the bonuses.

No upgrades though. Happy scanning!

But you'll get some resources as a bonus, so you have to gather less this time if you wanna upgrade everything.

What? That's weird because I imported my ME2 character for my 2nd play through and I got 50k of each element 200k credits and I had ALL of my guns, once I got on the Normandy I was able to switch out to my better guns.

If you import an endgame ME2 you keep your level, skills, and weps, plus get resources and creds. You also get to choose a bonus skill.
