[Collitinius]

Have Warden's keep.  Shows as active in Content.

Finished/left Lothering, had my dream in camp, etc.  

Quest Launch NPC does not appear.

Left camp and completed the Stone Prisoner quest line..have companion.  Went back to camp...still no NPC.

Am I missing something?  Do I need to just sit there and wait for him to appear?

I'm confused!
