Shame this has to be my first post on the forums, but:
Signed.
I have the Collector's gear, Inferno armor and the Blood Dragon armor, and I can't stand to use any of the three because of the huge disconnect between the Shepard I have created due to some helmet that is in the way. I don't want to walk around as generic space marine #3,758,032,102!
I also recall seeing a bioware person mention in a previous topic that it couldn't be done because the special armors are a one-piece. Riddle me this then: Why can't you create a version of the armor that is helmless and is still technically a "one piece"? It isn't like Shepard's head is gone. The proof? The Inferno Armor has a huge gaping glass pane for you to see Shep's face in. This is something that can and should be very easily remedied for the benefit of the narrative.

I'm surprised they didn't do this for ME2 or DA

Signed. I never where any of the bonus armours like collector and terminus because I hate wearing a helmet all the time. It looks silly.

It doesnt make sense that their isnt one, it was there in ME1, and it was great to see facial expressions. In ME2 facial features have got even better, its just a shame that using certain peices of armour we dont get to see them.
Slightly related note: I understand why they wanted the DLC's armour to be 1 peice of art, but it would of made more sense to "cut it up" into peices, ie, using collectors legs with blood dragon chest.
