That's not a toggle. It requires you to go back to the ship, up to your cabin, change your armor. back down to the CIC, and then land on the planet again.  A real pita if I want to take my helmet off in town, but put it on when I'm going someplace where I'm likely to get shot in the face.

The game already distinguishes between combat and non-combat areas (try to pull your gun out while walking aroungdthe Omega markets for example), so a simple checkbox for 'hide helmet in town' would be perfect and shouldn't be too diffocult to implement.

Sadly, the chance of Bioware adding this is nil.
