Okay due to the issues of mass effect 2 not responding at all I have to ask this. if I uninstall and then reinstlal will i lose the ability to access the cerberus network?

No. I uninstalled and reinstalled the game. When you start it up again after the reinstallation, just enter your e-mail and password that you used to sign up for the CN and you're good to go.
