I have finished ME1 twice on this computer. I went back and reloaded each of those games from the auto save right before killing Saren. I played through till the end of the game and allowed the credits to roll all the way through. For both saves.
I rebooted.
I start ME2 and select Import ME1 character.
I get no list.
I still can not import from ME1

You need to run the ME2 Configuration utility first.
Start the game and choose Configure instead of Play. When the utility opens, choose Save Games. Click on the 'Copy Mass Effect 1 Save Games' button. When the window pops up, navigate to your ME1 save folder. On Windows XP it should be in My Documents->BioWare->Mass Effect->Save. Choose that save folder and click on Okay. It will appear to do nothing, but it actually imports your save data into ME2. Close the utility and start the game. You should now be able to access your old characters.
