Cannot import ME1 data to ME2

I read the FAQ and no matter what I do, I cannot import my ME1 data. Note this is for the PC version

Did you try it through the Configuration utility? I'll paste instructions in here:
Start the game and choose Configure instead of Play. When the utility opens, choose Save Games. Click on the 'Copy Mass Effect 1 Save Games' button. When the window pops up, navigate to your ME1 save folder. On Windows XP it should be in My Documents->BioWare->Mass Effect->Save. Choose that save folder and click on Okay. It will appear to do nothing, but it actually imports your save data into ME2. Close the utility and start the game. You should now be able to access your old characters.

I did try through configuration. It was the first thing I tried, I located the original saves through the save games utility and saved the options selected. Once I loaded up ME2, the import character screen failed to see my characters

Same for me. Does one neeed to have finished a playthrough? My last save in ME1 was on Virmire.

You do have to complete the story, yes. Deoxy: did your run the Config utility as administrator?
Oh, something I read in another thread, you might try (forgive me if this doesn't work. I'm going on my spotty memory on this). Copy your ME1 saves to your desktop. Delete your save folder, then recreate it and copy the saves back in. See if that works.

Crap. Sorry. I may have that wrong anyway. Read so many threads lately that I'm having trouble keeping things straight. If I find those instructions again, I'll toss them this way.

Confirmation: You need to have completed ME1 to be able to import your charcter into ME2.
I quickly finished ME1 from after Virmire, and now can import my char into ME2. Thanks for the hint btw.
