Can the DLC be used when not connected to the internet?
Currently, I must be connected to the internet to have access to downloaded DLC.

I think it can. Had some problem with the internet connection (= no net at all for an hour or so) but still could use the DLC in game...

There should be something in the settings section that allows you to stop feed to the net.. do this and this may prevent you from always having to be on the net

UltimaThule,
Were you connected to the internet when you started the game?
I think that the game verifies loaded DLC at startup (every time you start the game).
If you managed to start the game without being connected then there is a way ( and I love to know what it is as I don't always have access to the internet when travelling).

Yesterday my net went down when I was in game.
But I experimented a bit now and disconnected from the internet before starting the game and my DLC still can be accessed (at least my char is still equipped with Dragon or Terminus armor and that gun that came as DLC and Zaeed is still there.
My settings are default, though (=always log me in, feed the data to the internet, etc, haven’t changed anything since the install). The Cerberus network gives me the error message when the net is down, but it seems it does not influence the DLC at all...

The DLC checks your account (for authentication) only once.

I tried what you (UltimaThule) did.
I enabled my lan (so that internet access is available).
Started the game (no messages regarding DLC not verified).
Went to Captain's cabin to shower and change ino the Collectors armour.
Docked with Omega (selected collectors gun for loadout).
When I entered th station, I was wearing the collectors armour / gun.
I saved the game.
Exitted the game and disabled my LAN (therefore disabling access to the internet).
Started the game again.
This time I got a message 'Unable to authorize listed DLC.... Log into Cerberus to purchase DLC".
I just continued and loaded the saved game where I was wearing the DLC stuff.
Now I was wearing to the normal N7 armour and gun.
When I exitted the game again, enabled LAN , restarted the game (no message about DLC this time) and loaded the save game, I was wearing the Collectors stuff again.
However; I only have the Collectors version (ie. collectors armour / gun) so maybe it's an issue with the Collectors version only.
I didn't load/install the other DLC (ie. Zaeed or Crash Site) but I can't whay that would make any difference.
Is there something that I'm missing with regards to the authorization?
I didn't have any issues redeeming/installing the stuff.

No idea, really. You should be able to play it offline. Disconnected my net again to be sure it was not only one-time thing.
But an odd thought here - we did register the game on this site and DLC stays for us offline. You haven't registered it yet... Is it possible that it matters somehow???

I think that could have been it...But I think I might have screwed-up the installation. The game was not registered but the DLC was (during the redeem process).
I registered the game, checked that my account shows that I have the game registered.
BUT the problem did not go away.
But I realized that I registered the DLC when I redeemed it, therefore registering the DLC before I registered the game.
This might have resulted in the DLC not having a 'registered game link' written locally on my hard drive (because the game was not yet registered).
This would explain the message '... can not authorize DLC .. ' because the game looks at local registration of the DLC (if not connected to the internet where it can check via the Cerberus Network).
I wonder if re-intalling the DLC would fix this or would I need to re-install everything (game + DLC) and start over again.
BUT,
the same

There's been another thread about it. With a bit more promising conclusions:

hope it will work for you, too. :-)

In theory it should.
But for some weird reason it does not want to work this way for everyone here if you look at some threads in these forums… people report problems with DLC offline, whatever causes it.

Im happy that you're visiting these forums but WHY would you put your attention into a thread only to write "Correct" when there are alot of threads out there, wanting help to be able to PLAY the game at all? :S

After having installed Dr.Pepper gear I have the same problem. With only the items included in the game I have had no problems and an Inet connection wasn't necessary. But now i have to be online every time I start the game. Also the advice with the offline save does only work with the current session. If I restart the game I have to be only for a DLC-check again.

So according to Bioware, the games SHOULD be working offline once the DLC has been authenticated at least once.
So why isn't it? Is there a way to get the authentication to stick?

Sorry for digging up this old thread, but I just had to try it.
Pulled the LAN Cable that's connecting my PC to my DSL-Modem/Router, started ME2, clicked away the message that the game could not contact the servers and went on to load a savegame on the Normandy with DLC's and all, and it loaded without a hitch.

I can play offline with all the DLC , the game is only searching for a LAN cable plug in to your PC or your wireless stick .
You do not have to be on the net really , once you press start you can unplug your cable out or wireless stick out of your pc and play as normal..

This is the key. If you save the game and go to the main menu while you're offline, the game will keep working offline - until you quit while you're online again, then the game will need a connection when it starts and will disable DLC if it doesn't find one.UltimaThule wrote...

The solution for me was to keep a copy of the BioPersistentEntitlementCache.ini (BPEC) from my offline session, and copy it back everytime my internet is down. This allows me to use my DLC offline.

Cool, thanks for the advice :-)
Although I fail to see what use this DRM serves expect annoying the gamers :-(
