On the fourth floor the room room with the blood mage and the templars there is a chest I had a 34 cunning and the third level of lockpicking and it told me I had innsuficient skill if that is true what do you need I could open evevry other chest in the tower just not that one?
Possible bug in the tower

That's no bug. The lock is simply too hard for you. Lockpicking difficulty goes up all the way to 60, meaning you need a lockpicking score of 60 to open some chests. your lockpicking-score is your cunning -10 and you get a +10 bonus for every talent in the deft hands line. So you're currently at 54. The hardest chest in the tower has a difficulty of either 55 or 60. Can't remember exactly.

I am pretty sure it's 60 to open that chest. But at least you can come back later and do it.
