Universal ammo pool?

The in-game description of the new ammo system mentions that thermal clips are universal. So why is it that everytime I pick up ammo, magically only 10 of the clips will work  in my sniper rifle? Doesn't it seem silly that I can't use any of those few hundred "universal" thermal clips from my other weapons? 

With a universal pool you'd still have to reload after the set number of shots for the weapon. And you'd still have a limited amount of ammo, just not as limited. I really hate having to play pac-man during a good fire fight.
