His stance is quite reasonable for a shopkeeper, except for the tiny little fact that he does give the Turian customer a refund without a proof of purchase. "Good business sense" becomes racism when it only applies to one population group.

Well, I assumed that the other Turian had shown his proof of purchase beforehand. You did come in about halfway through the conversation after all. But if you're right, then yes, I agree that the Turian merchant is indeed racist. (And it wouldn't surprise me if he was. There's lots of other Turians in the game who obviously don't like humans. Executor Pallin, among them, even though he keeps it professional.)

In ME2 it feels like all aliens are racist to humans... It's sad.. I was like YO YO YO BATARIAN,SALARIAN.TURIAN,ASARI, KROGAN FRIENDS!!

And the humans more towards the Turians than the other races. (batarians excluded, both ways)
This might have something to do with the that the humans and turians recent fought a war with each other, don't you think? (At first contact to boot. How's that for making lousy first impressions!)

The default start settings of me2 is that you let the council die. Everybody hates you and you miss out on some fun dialogue.
So I recommend importing an me1 save game where you saved the council.
