Took awhile to figure out, but the Gateway Personal Defense shop, which has great items, is quite specific in terms of getting the discount. Any slip ups and you lose it for good. The following have to be fulfilled:
You must have an imported character that dealt with Conrad Verner.
You must go to Conrad Verner at the Eternity bar. You can shoot him or not, but:
You must ask Conrad Verner what he's doing here. Do not send him away without asking this.
Do not approach him again until you go to the weapon's merchant at Gateway.
Make sure you take the Paragon/Renegade option.
The only other one I haven't got yet is the doctor Krogan.

Finish Grunt's Loyalty quest to get a discount at Fortak's. I forget if you have to have actually killed the Thresher Maw or just survived. I killed it on my first playthrough, so I can't tell you which one is correct.
