 Importing a completed ME2 character only comes in as the original class, in my case Soldier?

I was hoping to change class on the ME2 character import.  Did I do something wrong?

Round to to continue as a Insanity/Renegade.

Round one I romanced Jack because I found both Miranda and Tali took the let down very well.

Round 2, no romance in order to get the Kelly romance.  I noticed when you return to the bridge in NG+, Kelly says there is a new message, but nothing there. It must have been her private message, but do to the completed romance, she did not send.
