Mass Effect 1 Startup Delay/Lag/Hanging/Whatever you want to call it.

When I attempt to launch my steam version of Mass Effect, the splash displays, then a black screen comes up (on stock resolution since I've reinstalled three times) with a windows hourglass (even though it's a circle-thing as I'm using 64-bit Vista Ultimate). This then proceeds into the Bioware screen, which plays normally for about a second and a half. The Bioware screen then plays about 3 frames every 15 seconds. I cannot get the game to go beyond this point, despite trying for a week now.

System Specs:
Video Card: ATI Radeon HD 4800 Series (driver v8.15.0010.0.183 updated 3/3/2009)
Audio: Realtek High Definition Audio (RTKVHD64.sys driver, v6.00.0001.5911)
OS: Widows Vista Ultimate (6.0, Build 6001)
Processor: Intel® Core™ i7 CPU 920 @ 2.67GHz (8CPUs) ~2.7 GHz
Memory: 6134MB RAM
DirectX Version: DirectX10

I've noticed that someone else had this problem (http://meforums.biow...14925&forum=127). However, when I try and re-install DirectX like he did the installer just says that I already have an equivalent or more up to date version of DirectX, and it won't install anything. Any help would be appreciated.
