Note, I'm using the Steam version, on Windows 7 64bit.

Back when the game released, everything works fine. All my DLC was available and worked like a charm. I quit playing the game, and only recently tried to start playing again. I noticed when I tried to load a game that it told me DLC was not installed, so when I checked the DLC tab in game, nothing was available, downloaded, or installed. I never logged out of my account in game, it's all just gone.

I've tried refreshing the "Available" page, and completely reinstalling the game. I understand that this problem can happen when the Service is disabled, but the service is not installed, and I've never touched it. When I reinstalled the game, I also made sure to run Steam as admin, as that supposedly installs the service correctly, however it did not.
