d3dx9_39.dll error

I just purchased from direct2drive Mass Effect 2 and cannot run it.  I am getting the following error in a window titled "MassEffect2.exe - Bad Image":

"C:\\Windows\\system32\\d3dx9_39.dll is either not designed to run on Windows or it contains an error.  Try installing the program again using the original installation media or contact your system administrator or the software vendor for support."

When I click OK, a tiny window pops up titled "Library load fail..." with text "d3dx9_39.dll".  When I click OK, a Mass Effect 2 Error window pops up saying "Error:  There is a problem with your game's setup.  Please reinstall your game."

- I tried reinstalling but I get the same error. 
- I ran "dxdiag" but it reports everything is fine.
- I tried to reinstall directx, using a dxinstaller tool from windows, but it says my version is newer or current, and won't reinstall.
- I tried downloading a replacement file from dll-files.com for the supposedly defective one, but that didn't work either.

I will add that I have Windows 7, a quad core AMD processor, 4 GB RAM, Nvidia 8800 seriers graphics, and can play Crysis without any problem.

Install DirectX

If you read my post, you'd know that I tried to install it, and it refuses to install, saying that my directx is newer or the same version as the one i'm trying to install.

to be exact it says:  "DirectX setup has determined that a newer or equivalent version of DirectX has been installed already.  No installation is necessary."

Then your Windows install is corrupt and you should re-install. I have installed the DirectX that IKe0s on my Win7 x64 and have been running ME2 with no problems.

have you run the directx installer that came with the game. It's located under the redist folder on the dvd or within the directory its installed too.

Then it is time to re-install Windows.

Try to download d3dx9_39.dll this is where i got the file from and solved the issue:

You do realise this thread was a year dead until you necro'd it?

edit: and postnig links to 3rd party sites and not official MS sites. Noone should trust those links, especially from an unregistered user.
