My guess is both, they record hundreds of variables in your savegame. But there is no telling how they would use it later.

There's consistent flirting and buildup, there's an actual date where they have dinner together, more flirting, Shep saves her life from the Collectors, then she starts sending you emails that say "Hi, honey," and "Love, Kelly". Then in your cabin she has 3 different strip teases, is wearing lingerie, can sit on your lap on the couch, and snuggle with you in bed. And she does this as many times as you want.

Just a "fling"? No, not really.

Dancing is confirmed as being recorded.    Who knows what they'll do with that in ME3.

I'm not sure about 'dinner' as that can happen in just a Kelly friendship.

The game saves the choice to invite her to your cabin so it might affect your me 3 playthrough..Just saying

Specialy for FemShep this will matter a lot, as she replies that for her passion has no bounds of species or gender.

Not sure if MaleShep also has to trigger this dialoge, it appears as option after recruiting Garrus, Tali or Thane I think. But BioWare confirmed, that this dialogue is necesary to get her beyond just dinner.

After you defeat the Collectors, if you want to get Kelly into your room you HAVE to talk to her right away and ask about how she's doing. I thinnk if you wait to do this the opportunity will be gone.

I don't agree that the ME2 LIs were awful for female Shepard, they just weren't for me. I feel really really weird pursuing any of them....And Kelly left me, well, unsatisfied. : \\

I feel sorry for the Shepards who romance Kelly and later find out Mordin has diagnosed them with a case of scale itch.

Oh my god! I thought Kelly Chambers was cool... Not that bad looking either. But after saying nice things to her she gets really f ing clingy! And creepy! She gave me a message saying she wants to come to my room with something comfortable on, so I went. Then all she would do is act like a stripper/hooker. She wouldn't talk either... So I left and I had another message from her! I deleted it and there was another! AND ANOTHER. AND ANOTHER. Creepy if you ask me(:
