Mass Effect 2 Lags but why?

I've had a similar problem with DA:O. It was fixed after I've installed 1.02b patch and latest nvidia drivers.
My configuration:
Core 2 Duo E4400 2.0 (overclocked to 2.7)
Win7x64
Geforce 8800 GTS 640 mb
4 gb RAM

The game lags even in main menu, cutscenes and while I'm hacking stuff (which is especially annoying). GPU and CPU temperature is ok while I play the game, CPU doesn't downclock itself or smth.
If I'll press escape in the middle of lagging and give it a couple of seconds, the game will run fine for 4-5 seconds and then lags will start again.
Other games like Resident Evil 5 or Bioshock 2 works fine. DA:O had same issues at the beginning, but now works fine.
Mass Effect 1 works fine.
Another thing: my ME2 is not installed on the system drive, can that be a problem? But again, all the other games are not installed on the system drive as well...

It's kind of random. Just now I've restarted the game and it worked perfect for 3 hours. Then I restarted it again and lags came back O_o

Try opening your desktop or laptop and check for dust in heatsinks and exhausts. If there is lots of dust get rid of it. If your more technical, reapply thermal paste between the heatsinks and chips.
I'm running an old Dell XPS 1530 with 8600m .GT and I used to get lag spikes, but after cleaning my machine it works like a dream (dragon age and ME2)

It'll be fine in a couple scenes, then it'll get really spotty, like, really spotty, the speech doesn't lag, only the people

Don't, because Game Booster and similar programs are prone to cause more truoble then they solve.
I have a desktop, running XP with 4GB RAM on a Core2 Duo 2.4 OC'd to 3.0 GHz
Overclocking... Sucks. Again, this also causes more trouble then it's wort, like overheating or stability uses. The CPU downclocks itself temporarily to fix these problems, and that's where the Lags are coming from.
The best case to test this is just to launch another program that is relativily system intensive (If you do not have such a program, just download a demo of Crysis or something, try that) and see if these problems occur in those games as well. If they do, it's most certainly a problem with either your hardware or a program running in the background (disabling antivirus can help, but please keep your firewalls on, or disconnect yourself from the internet enterily to be sure). If they do not, it MIGHT be a Mass Effect 2 programming bug, in which case... I don't know.
Another thing: my ME2 is not installed on the system drive, can that be a
problem? But again, all the other games are not installed on the system
drive as well...
In my experience, that actually improves performance, and it can save you from a bit of a headache when you have to reinstall everything, as you do not lose all your files (I moved My Documents to the non-system drive as well. But now I am drifting off-topic).

1 The first, that I had even with Prototype and Dragon Age and I still have on ME1 and 2, is a heavy lag that begins 10-15 minutes after I start the game and lasts from 5 to 15-20 minutes. This lag prevents me from correctly targeting objects (such as doors, npcs etc...), but if I click Esc and then return to the game I can click those objects for like 1 sec.
I noticed that sometimes this lag doesn't show up. Dunno why.
2 The second is a costant but discontinuous small lag. This one might be tolerable, but prevents me from targeting enemies while pausing in combat (the target selection alternately disappear, or sometimes just doesn't target at all) making the gameplay really irritating.
Sometimes it just works good.

I have a NVIDIA GeForce 9400M, so it should be ok, shouldn't it?

OK, maybe Bioware tested an AGP interface for the minimum, so that allowed the 9400 (which is / was strictly PCIe) to edge slightly past bare minimum.

I just upgraded from a geforce8800 to an asus hd 6870. I just upgraded to the latest driver from the website (driver date 4/19/2011 version 8.850.0.0) and I've turned off all of the extra options in the ME2 graphics options. I changed the settings in the catalyst center (actually it's called AMD VISION engine control center now for some reason) to be determined by the application.
I can run DA2 with the graphics cranked all the way up with no problem, but ME2 is horrible. Any help would be appreciated, this is breaking my heart.

You might try alternate catalyst drivers, because ME2 is an older game, some of the latest drivers will cause issues in efforts to maximise later games. So try something that came out mid last year 6-2010 or around that time.

I would recommend going for the 10.6 or 10.7 release. Unfortunately, you might have a bit of a juggling act on your hands, due to also having DA2. DA2 sometimes requires very new drivers, and ME2 sometimes requires older drivers. Its just a matter of finding the right balanced drivers to allow you to play both.
