I'm using the toolset; it's far superior to the in-game creator. I'm aiming for mid-twenties, somebody old enough to have had significant combat and political training but not old enough to have had real-world experience with it. Victoria Cousland is a rougue class who fights with a longsword and an offhand dagger, or two daggers. Her physical attractiveness and aptitude for her studies, combined with being the "baby" of her family have made her overconfident in her abilities. She was very close to her parents and brother and despite thinking she is a weak woman, gets along reasonably well with his wife.
When her home gets attacked she is furious and jumps right into the battle; it isn't until her father dies that she begins to realize how serious the whole situation in Ferelden really is. She is self-assured and a flirt, and tends to be open-minded to the plight of others, such as mages and elves, as she is herself bisexual. That being said, she hates the idea of mages being able to manipulate her mind, and grew up in a house full of elvish servants. She has little to no experience with the dwarves, and is deeply skeptical of the Chantry, seeing the chapel in her house as being for the hired help.
I think that she will be unable to forgive Arl Howe/Loghain for what they've done, and will end up marrying Alistair to ensure political stability, as hers is the other highest-ranking family. Whatever other romantic relationships she gets into along the way, she will likely forgo them to make this happen (though she may not be faithful).

The eye angle makes her look slightly more exotic and seductive.
I quite like the square jaw as well. It helps to define the face.
Petehog makes a good point about her nose bridge. Try to widen it so it matches the tip, then back it off a tad or not, depending on what you think looks best.
The tattoo should probably go though. I'm not sure it adds anything to the design.
That's my opinion, I hope it offers a different viewpoint and helps in some way.
By the way, I love the little character description. It just adds so much more depth to a design when people include this. Then I can really get an idea of what the design is supposed to represent.

I really like the Morrigan-style bangs so I tried to round out the upper part of the face as well so I could keep them. I seem to have an especially difficult time achieving that with the toolset though.
I tried to round out the bottom of the face, widened the bridge of the nose, ditched the tattoo, added eye makeup, took eye shape one from 0.50 to 0.35, moved the nose and mouth up, and blended white2 over the gloss_magenta lips.
Other suggestions are much appreciated, I've kind of plateaued with what I am able to do with the toolset and you folks are helping drag me over the next hump, haha. You're noticing a lot of things I'm not.

I'm looking at "Side 1" and the mouth and jaw are protruding. You'll want to adjust so that it comes closer to the face. Also the lips seem a bit thin. It should be fine but it seems a lot thinner in comparison to the eyes and nose.
I know this sounds crazy but I think it might make the design work. Make her eyes brown. I'd like to see how she looks like with darker eyes.

I changed the eyes to hazel, but I think I'm going to have to bite the bullet and just with with normal brown. I might be letting my dislike of my own brown eyes get in the way.
I'm also still undecided on the hairstyle. I think her keeping her rogue lockpicks in her hair would be a fun addition to her character background, but there are only a few hairstyles that are pulled back in such a way to support that. The one I'm currently using has a bun and the Morrigan bangs, which is pretty neat.
As a side note, I think that tucked hair mod is the best one of its kind available right now. Granted, it's a pretty small playing field, but I think it's significantly better than most of what's in "More Hairstyles," the dominant hair mod. A lot of those seem very anime-inspired and don't strike me as fitting very well into the game (or on the model's heads). This particular one has some minor clipping issues at the front hairline but I'm hoping that's something easily fixable.

This is what I recommend for the third revision.
In this case, try removing the makeup and using the default female texture. I can't put my finger on it, but the armor and swords and her personality doesn't seem to go along with the makeup.
I know this sounds nuts but there is an actual science related to makeup. In other words, girls use different kinds of colors of lip makeup depending on the color of the skin.
Read this quote here:
"As far as lip makeup for dark skin is concerned, avoid frost finish lipsticks and choose matte finish ones. You can choose shades of browns, burgundy, berry shades and plums. OThere are many lip colors like mochas, coffees, chocolates, dark plums, berry shade, wine shades, burgundy,and nude beiges look great on dark complexion. Never apply an orange shade. If you have dark toned lips, prepare a base first by a lip balancer"
Ok, I just lost some man-points. But that's exactly what was wrong. Your character has a darker complexion and the glossy pink lipstick clashes with it. I would recommend either choosing a burgundy lipstick with no gloss...or something with less subdued colors.

As far as makeup goes I think she's going to want something eventually, but this way we can see what we're working with. Her skin isn't that dark, she's just tan from being out in the sun practicing.
I think you were definitely right about the tattoo, I thought having it light was being clever but she really looks better without it. If that custom bodies mod ever actually finishes or I delve more heavily into modding the game, I'd like to put a tattoo on her arm or something instead.
I also changed the armor to something I would imagine her wearing as she leveled up (wish it came in black, though). She didn't have that on before because as you can see, I haven't figured out how to modify it so the skin textures match like they do on vanilla armors.

The face is much improved. It's piecing together.
The Mord Sith armor doesn't have matching skin to the face so that does make things look strange. But I would recommend this armor. It works for the personality of your character.

I would say the only thing left..and this is what completes the design...is the...."X factor". You need to do something to make her stand out. Make her have that "wow" factor. Everyone here has a different way of doing an "X factor". Fiddle a bit with the design to give her that factor. It's what makes a design unique and great. Make as many versions and variations as you can....keep a copy of each of them...experiment with different things...with trial and error you'll find a design that "clicks". You want to do something that puts your stamp on it..Something that is unique to your style that people go, "That's a SilverSteelWolf style."

She looks fantastic, I have to ask, was this achieved by using a MRH file and exporting it as a Preset then using the preset, or did you just import the morph to a saved game?

I hadn't thought about making presets to be honest. I go with the latter option, exporting the morph and than editing a savegame to point directly to it. Your comment made me wonder if making a preset would eliminate the issues my method has in the Fade. Have you had any experience with that?

Directly setting a custom morph for a save file is what causes problems when shapeshifting. Something about the head not being changed correctly when a custom morph is used, I think. Exporting the mrh for use as a preset gets around this, but it does require completely starting that character over.
