Has anybody created a mod that adds the memory band, skill book and other pre-order items?  Would this be against the ToS?

I believe it actually is against the ToS to repackage/redistribute BW's pre-order items, though with some searching on: dragonagenexus.com , you will find user generated equivalents. Which are not against the ToS.
