The Best new character, i honestly believe was Legion, and when Tali didnt like having him around, it was fun to tell her she's wrong! 
I usually used Garrus aswell as Legion, as i always liked him, from ME
I would 100% take Ashley over all of them though ..

Tali is still my favorite, Garrus is still my least favorite.
I found Samara (Morinth) and Thane to be extremely interesting, although I thought Thane's flashbacks were pretty annoying. Not the flashbacks themselves, rather how the flashbacks were presented.
I loved Jack.
Legion was very cool, as was Mordin.
Grunt was maybe a notch below.
Miranda was alright, but really didn't do much for me.
Jacob was kind of dull, as was Zaeed.

I wanted to punch Zaeed in his big stupid scarred mouth. Excluding him I loved all of the characters. More than I liked them from Mass Effect 1, though I'm sure many people would disagree.
Tali became a sweetheart, rather than the Quarian encyclopedia she was in the first one.
Garrus wasn't the naive schoolboy wannabe rebel he was in the first one.
Grunt was amazing; his turian joke was better than anything Wrex ever said.
Samara was very interesting with her black/white mentality -- not something I would usually like in a character but she portrays it in such a likable way. I also thought it was funny how Bioware spent the entire game showing off her cleavage only to have her tell Shepard outright she wasn't interested.
Mordin was hilarious.
Legion provided a whole new perspective on the Geth. And it's just bloody sweet to watch him talk with those little panels around his head flickering about. He's so awesome.
I didn't get to learn much about Jack, since she refused to speak to me for telling her off in her fight with Miranda. I still feel as though she managed to at least somewhat avoid the regular "tough girl lets walls down and reveals sensitive little sweetheart" cliche. But like I said, I don't know her too well.
Thane didn't interest me too much, but he was still likable. I would say he's on par with the ME1 squad.
Miranda and Jacob were quite standard. Neither one made me laugh or feel strongly regarding any personal matter, but I don't think that was ever quite their intention. They were good, solid characters.

My main femshep really likes Jacob, Miranda and Jack. I dunno why... but she finds Jake to be a really cool headed guy, and Miranda is a good second in command
Jack's craziness and her biotic powers are a plus. On the loyalty mission, Allyn wanted to blow that base to hell as much Jack did.
Its the little crew members she's grown attached too... Gabby, Daniels, Chakwas, Joker....

Err...am I the only one that liked the ME1 characters better?
Anyways, my fave character from ME2 was Jack. I liked Samara, Miranda, Mordin, and Jacob as well.

Mordin, I loved. Especially his magnificent singing.
I really came to like Thane, and indeed, on my first play through he ended up being my romance, even though I had been fully planning on romancing Garrus.
Ahh, I really did like him.
I enjoyed Grunt. And Legion. I liked Legion.

It's hard to pick just one. I'd probably have to go with Mordin, since his dialogue is so entertaining. But Miranda has a very interesting story and is tied well into the main plot.

I felt better connected to and interested in these new characters (Zaeed included--gawd seeing him light up Santiago was cool) than I did with the ME1 characters. Garrus and Kaidan are the exclusions, of course. This new and improved Garrus is epic win and the relationship with Kaidan has this new level of anger and betrayal to it. Couldn't bring myself to romance Garrus (no matter how awesome he is) because now, more than ever, he feels like Shepard's best friend and right hand. Can't ruin that.

Legion was awesome because of the moving things on his face, because he calls me "Shepard Commander" and because he's a geth who isn't trying to kill me. His extensive exposition really changed my view of geth as a whole.

My absolute favorite is Mordin. He has so many funny lines, I love his personality and Salarians are so cool. I really really hope we'll see a lot of him in ME3 - though, of course, if there's a time gap between ME2 and ME3 like there was between ME1 and ME2, it's likely that he will have died of old age

Jacob seemed pretty genuine with good dialogue and was good for a 'right hand man' kinda role imo. Thane and Legion were solid and showed some true depth of character and interaction. I really missed ash and wrex from the first game though.

I'd like to have done more with Legion, since he'd react logically or give you a logical view on things when you need it, shame theres little in the way of chatting and little in the way of Legion being used. Would probably use him in subsequent DLC but I doubt they'll put alot of voice acting into it.
Though I still prefer to use Tali and Garrus, again though shame about the lack of voice and how quickly the game was to finish, even with alot of roaming around.

I liked them all, but some struck me more than others. Surprised Jacob is so high in my list, because originally I wrote him off as a boring human. I wish there could have been a scene where he and Shepard did go drinking on the Citadel.

Grunt is at the top of my list. He's got all the power of three krogan and a surprising intelligence in that head of his. I believe he's far smarter than your typical krogan, and I like the way he was voiced.

I've come to appreciate majority of the new characters introduced in ME2 and selecting my top favorites wasn't all that difficult considering I use them as squadmates mostly. I also like the way they were designed except for one which bothered me whenever I see her, Miranda. From my perception she looks like a male transvestite in my opinion.....anyway as for my top favorite characters....Besides I'm unsure what it's purpose is in the game.
I. Garrus( Fact that he held out in Omega)
II. Grunt (True warrior, strong, makes logical senses at time in my opinion when he's about to kill)
III. Tali-Zaeed( Couldn't decide between the two)

No, you're not. I did as well! That's why Garrus was ALWAYS on my team. If I'm not counting Tali and Garrus, then I'd list them in this order. Thane, Grunt, Samara, Mordin, Jacob, Miranda, Jack, and Zaeed.
