Sometimes I want to go into buildings that are just part of the level and the doors don't open because they're not supposed to be. It's part of the game system. You can't do and have everything because games still needs structure and confines, not because developers hate you, but because it's inconceivable to create a game that allows you to do anything and everything with no boundaries. Lockpicking is one such rule in the game and they chose to make it like that.
