Your video card may not be the issue, what is the rest of your computer.

This game is not very graphically needy..as there are low-res and poor textures galore..

The 8400 GS is just a really bad POS for a graphical game.  It's no better than the named Geforce 6600 GT, which I have never thought highly of, and which a couple of game owners have reported to be really running poorly.  Our OP is only the latest of quite a few owners of the 8400 to be unhappy in DA:O.  I always considered the 6600 GT to be a piece of Pie in the Sky daydreaming on Bioware's part!

Whilst the 8xxx series is the first of the DX 10 compliant cards what you need to look at is the model number, i.e. X400. That's a basic gpu designed for little more than 2D business display. Regardless of whether you buy another 8 series, a newer 9 series or the latest X2XX series ( for Nvidia, ATI are different but follow the same rules for the old 2xxx 3xxx series, the current 4xxx and new 5xxx cards) what you are looking at is the model. x600 is the minimum you need to be looking at for any 3d gaming and x800 cards are pretty much the standard ( x60 and x80/90 for the latest Nvidia cards )

So it comes down to your budget but I'll tell you this. With the flurry of new cards hitting the market, ebay is awash with seriously high end cards at ridiculously low prices. I just bought 2 8800GTS xfx 640mb cards, one for £36 and one for £39. I have those in a system running in SLI and the performance for under £80 is phenomenal. Just one of those cards alone is able to handle DA:O with full detail and AA at 1600x1200

as shown here ( with one card disabled )
twitpic.com/oenyb (view full size)

So my advise is spend what you can afford but be looking at an nvidia X800xx series or ATI HDx8xx series ( preferably HD48xx )

I hope all that made sense ( all the X are just meant to denote the variable series cards like 8/8 nvidia and 2/3/4 ATI )

Actually, it works this way: you tell me the screen resolution you hope to run at, and a basic cost budget you hope to keep the total under, and I'll see if the two can come together!  You have some answers naming high end cards, but omitting added costs that are part of choosing such devices.

Older Medium cards and all High End cards have always needed a larger amount of electric current than any branded readymade comes with, and a repalcement power supply has a respectable cost of its own ($60- 100).

Modern Medium quality, Mainline Gaming cards are far more efficient and soak up smaller amounts of electricity than was true for tyhat class previously.  The Radeon HD 4670 offers some of the highest frame rates you really can use, at the best cost for that performance, while being able to run on a stock branded system power supply.

The loss in performance between the HD 4650 and its faster brother is proportionally larger than the decrease in cost.  It's still a good value, but not quite as good as the HD 4670.  Either one will do a good job for you.

you may want to consider all the posts in these forums with people having graphical issues and crashes when running 4xxx and 5xxx ATI cards and any of the recent drivers.

Personally if you want 3d gaming I'd not buy any x6xx series cards for that ( in fact I have 2 factory overclocked xfx 8600GT cards gathering dust in a drawer ) as you are at the low/medium end of the scale. Just look at the best x8xx series card you can afford.

As for the comment about power then sure there are issues with that, to run my 2 cards I bought an 850w psu with 4 x 12v rails but that was a snip at £30 from ebay. As for the power draw it is true that the older high end cards draw more wattage that is personally of no concern to me.
