Top 8 preferred, hard to narrow down, but will try, 8 returning would be a nice number.
1. Garrus- thick and thin, my right hand lieutenant, don't care what Miranda says. He was with me with sovereign, and led my teams against the collectors, he needs to help me finish this battle.
2. Tali Vas Normandy - Again, through thick and thin, and now my Love interest. Her character and relation to the geth is widely intriguing to me, and i would have her in again for certain.
3. Mordin- " Testing bio weapon, not on crew of course, didn't think i needed to specify, joker looked a little scared when i mentioned however." His odd look at the Hippocratic oath is inspiring and i would be hugely happy to have him.
4. Legion- " Shepard Commander" His inclusion could have huge plot relevance regarding his side quest and the geth problem, i think he of all should be in the next game as a member of the team.
5. Thane- although i fear the worst in his life, he is an inspiring figure and i would gladly choose him over any Me 1 character not listed.
6. Samara- A justicar could come in handy, especially one willign to die for Shepard
7. Urdonot Wrex- I enjoyed his partner ship uin the first game. Although i loved Grunt as well, i feel Wrex should go out in style and let young blood take over the urdnot clan, a fitting cycle.
8. Jack- her character grated on me at times, but i loved her as much as the rest by the end. Her attitude and behavior could be a great clashing point and provide ample renegade/paragon opportunities

1: Tali, obviously.
2: Legion, almost as obviously. He's a literal communication link to the Geth, and basically the one, single available means to strike an alliance with them for when the Reapers come.
3: Mordin was hilarious and arguably the most useful squaddie in the long run with his lab access and all.
4: Samara. Even though she has her duty as a Justicar to hunt down the Ardat-Yakshis, I think she could stick around for a little while longer to ensure the survival of the galaxy.
5: Grunt. You are his goddamned battlemaster. End of story.
6: Garrus. He's your right hand man, and the closest similiar character to Shepard Paragon/Renegade-wise.
7: Original character or Liara.
8: Original character or Kaidan/Ashley.
EDIT2 : 9: I want to pretend to be funny and say Blasto, but in all honesty, I'd settle for Kal'Reegar. Seriously.

Zaeed only got paid for that one mission, and since I let Vido escape he has some hunting to do.
Jacob and Miranda are loyal to Cerberus. They MIGHT be loyal enough to stick with you if you cross TIM, but I wouldn't count on it in the long run. They might stick around as Normandy personell though.
Jack is too deranged and chaotic to care. If she doesn't leave willfully, I will have to let her go so she can get her life together.

Ashley - Romance interest.
Mordin - Do I really need to explain myself? He was one of the best squadmates in ME2!
Garrus - He stuck with me so far, and he's not going to die on me now. His entire plot and role was enjoyable for me in both Mass Effects, and seeing him again would be a treat for me. Hell, I loved his personality in the second game because it still had the similar feeling of Garrus but with humor and seriousness blended in.
Tali - I won't romance her in my final playthrough, but she's loyal to me and she was willing to sacrifice everything for her father and willing to stay with Shepard. I didn't like her in Mass Effect 1, but she grew some interesting personality and such in the second one that makes me want to keep her.

I want:
Ashley: one of the most interesting characters from the first one.
Garrus: 3 for 3, Garrus is a badass and needs to stay on the team
Tali: the Normandy is her home ship now, she doesn't really have a choice
Legion: having a geth on board is great
Wrex: way more fun then Grunt
Tali: im a sucker for the old crew
Jacob: his character was quite interesting and i want to see more of him

2. Tali - Extremely touching character, sticks with you through both games
3. Miranda - Quitting Cerberus, new love interest, well done character development
4. Ashley - Old love interest! Alliance support, interesting to see how she would interact with Miranda

1. Garrus - a definite must for my team. He's been there since the beginning and been my main character's right hand man all the way through. I've never rotated him out of current squad.
2. Grunt - A really interesting character that I'd love to see return.

I don't really want Mordin in the new squad, maybe as crew or personnel but not as a fighter.
I see Liara, Garrus, Grunt, Tali, Jacob, Miranda, Legion and Kaiden/Ashley. 4 from each game, each of which has played a major role.
Liara Saves Shepard and is an amazing Biotic.
Grunt is your tie to the Krogans and he's awesome.
Garrus seems to be in this for the long haul and he and my Shepard are an item.
Tali and Legion go hand in hand as speakers for their societies leading into a unified Quarian/Geth Armada.
Jacob seems solid, he's an Alliance soldier at heart and I think he's glad to be free of Cerberus.
Miranda needs direction after the Cerberus break, and her confidence/self worth issues will keep her clinging to Shepard.
Jack is my Miranda alternate, she only needs something to be angry at and Shepard has the Reapers, Cerberus, Heretics and Collector Remnants looking to kill her (Shepard).

OKKKK everyone before I head off to bed I did a bit of looking through all this and tried to see what is everyone's favorite, and who they'd like to join if they had the option of an NPC. Unfortunately a vast majority of you FORGOT to include the NPC part >
Top 2 far and away most popular...
Tali & Garrus. Should they meet a death pre-ME3 there will be riots that burn Alberta to the ground. Oil sands and Fort McMurray included.
Rounding out the top eight:
#3. Legion - Everyone seems to love the Geth connection, and though it was a bit of a gamble on Bioware's part it clearly paid off. I'm in a similar boat, I love him.
#4. Liara! My personal favorite is likely as popular as Legion, but ME2 is brand new and he had a more prominent role. Looking forward to the possibility of the DLC rumors being true. Lots of people seem to say she was their ME1 LI.
#5. Miranda. The new aussie in a tight leather suit was one of the most popular of the new characters, though #6 was really close. Lots of comments about how ME1 girls were dumped for her.
#6. Mordin - My personal second favorite is a absolute blast and offers comic relief by the bucket load. Between sex advice to avoid the chafing of turians and the troubling realization that the itch aboard the normandy can only be caught through vorcha sexual relations he's a must for ME3.
#7. Thane - Everyone seems to love how cool he is, commenting on how well done his backstory was (instead of constant shoot em up) and the ramifications of his illness in ME3.
#8. Jacob... or could be Samara. Kinda close. Maybe everyone is as mad as I am about no Samara LI? What a tease. Jacob was a great bro though, have to include a portion of a DLC which involves us getting into a bar fight in the citadel.
And for the new NPC teammate...
Conrad Verner is very popular as was Shiala. Joker came up a few times but outside of a mech warrior body I'm not sure how he could pull it off. Also I refuse to acknowledge a big stupid jellyfish on my team, regardless of if he has a gun for every tentacle, or a cool name.

1. Ashley - I think she's the best romance option. I liked her character a lot.
2. Legion - I easily think Legion is the coolest character. I've always sympathized with the Geth.
3. Grunt - A really unique character. The 'perfect' Krogan. A lot of hilarious dialogue.
4. Wrex - Basically the most humorous character in the game. Even in ME2 I thought it was awesome how he referred to Grunt as 'boy' all the time.
5. Mordin - I like Mordin. He's a fast talkin cool dude.
6. Miranda - Another unique character ass... err, I mean, design.
7. Garrus - The Alistair of ME.
8. Tali - The whole Migrant Fleet story has picked up a lot, and Tali is progressing a lot as a character. And I still have hope that we'll eventually get to see her face.
Also I hope to hear a lot more hilarious dialogue between Kenneth and Gabby, and of course Joker.

Didn't even consider Samara or Thane. I liked Thane, but I think that if he doesn't die it cheapens his contribution to ME2. I don't see any room for further character development with Samara. By the end of the game, she's resolved her one major conflict and she doesn't seem about to make any meaningful changes.

If you killed the Rachni then.. you have reduced options.

Oh, Can we arrange a Geth mobile platform to be created for EDI? And maybe upgrade Legion to a Hunter while we're at it. Same programs, different hardware. (EDI's would be a ship security/change of pace.)
