Hm, good topic. Let's see.
Anyways, get rid of the Tali and Garrus or no buy bull****, everyone knows that you'd buy the game anyways. Hey, so: Jack and Mordin or no buy!
Priority list:
1 Jack. So much potential there which awaits to be used. The basics are there, they could really build something intersting upon it. I really enjoyed braking through the ice the first time around, and I'd be glad to see how it develops further. Also, an all powerful biotic **** is a real asset to the team. Both combat and storywise
2. Mordin. I'd bring without a moment of hesitation. Not only for the comical relief but... well, in any case.
3. Garrus. I'd be really surprised if he were written out. One of the oldest faces from the very first presentation, and also, a loyal and well-known character.
4. Ash/Kaidan. Personally, I'd prefer Ash, but point is to include the surviving core charater from ME1 - Which is likely to happen.
5. Thane. Given he will be still alive, there is much in his personality and philosophy that I found interesting. But to be honest, he's one of the 'not likely to return' character, I mean if they want to write him out, it's already explained in the second game.
6. Jacob. I'm surprised I put him up here, since in-game I didn't find him that interesting... but he's a well written charater with some good potential. And generally, a good guy.
7. Wrex. I mean... you know, after all, he's Wrex. Not likely however, given he is either dead or busy with uniting the clans.
8. Miranda. I didn't like her, but I liked the fact that she's well-written enough to made me feel 'Hey, babe, I'll through you out through the airlock if I get the chance"
9. Candidate 1: Asari matriarch/bartender from Eternity on Illium. Absolutely fell in love with that character.
Candidate 2: Anderson. Makes sense. Even the motivations to leave the political role are already in the game. And he deserves a role where he can shine. On top of that, he realizes the greater threat, while he can't to anything about it. Even with a trusty assault rifle, he could do more good than banging his head against a stonewall. He's still spec ops in the heart, I guess that'll never change.
On behalf of my wife, who just finished her first playthrough (and couldn't stop laughing on beating the hell out of Arnold by the way). Here's her list:

Based on purely my wants and not what is probable:
1. Tali. My Paragon Shepard's LI and my personal favorite character. She's been with me since the start, she needs to be there for the climax.
2. Garrus. My other favorite. =P He's been with my through Saren and Sovereign, through Cerberus and the Collectors, he HAS to be there at the end.
3. Wrex. Awesome character, respected his role in ME2 as much as I wanted him with me. Definitely would want the head of the Krogan clans with me to fight the Reapers.
4. Legion. He's a Geth and represents a peaceful resolution to the Geth situation. On top of that he just looks cool. How can I not want him with me?
5. Mordin. Oh my God, his every line was a joy to read in ME2. Whether it was serious, comical, matter-of-fact, or his amazing singing, he was a fantastic character to interact with. I know he's old, but I'd love for him to be with me when the deal goes down.
6. Grunt. An awesome character who reveres me as his battlemaster. Having him and Wrex in my squad at the same time would just be pure Win.
7. Jacob. He's a lot like Shepard. Former Alliance but needed to do more. Commended my decision to stick it to T.I.M. He'd be a good companion for the final battle.
8. Kaidan/Ashley. I know, he/she was BLAND in
ME1. But still, he/she was there on Eden Prime, I chose to save him/her
on Virmire. We met again in a Collector attack and had the
confrontation over my being in Cerberus...too much needs to be resolved
not for him/her to be with me against the Reapers. (Didn't romance
either on any Shepard)
No Liara because she's so focused on the Shadow Broker that her quest for vengeance goes beyond saving the galaxy. No Samara/Thane because their reasons for joining me in the first place are self-involved. No Miranda 'cause she's kind of a ****. No Jack because she's nuts and needs psychological help.

Hard to say, i kind of like everyone, but for my main:
Legion because he's perhaps the most interesting character in the game (with the exception of the Illusive Man)
Tali and Garrus because they are the squad mates i trust most
Miranda because she was my LI, so had to have her in
Jacob because he's just a cool guy
Grunt because of his youthfulness
Wrex because he's just awesome
For the 8th charater either Jack or Thane (couldn't choose)

There are a lot of people saying Jack's all nuts and nothing more than a psycho. So here is a quick sidenote for those who are interested in the same time (for those who just wanna keep her, I leave it to be).
Being a psycho, totally nuts, etc, is her kind of cover. A cover of a little girl who crawled under her desk begging for the pain to stop. There is much more between and behind the lines. Try to explore her pesonality if you want to pull out something more. Again, I only say it to those who think she's totally nuts _and_ are interested at the same time.

1. Miranda. It was gut-wrenching decision to leave Ashley for her, she'd better not leave. (So funny. Exterminate the last of the Rachni? Easy question, but leaving the ME1 love interest? Hard question.)
2. Mordin. I know he's old for a Salarian, though. I can see him just being in the ship doing research and singing. (Request to bioware: Can I get "A Turian Tar" in ME3?)
3. Ashley. For the drama of course! And also to get the old ME1 band back together, along with...
4. Tali. I see her as Shepherd's sister. Too bad her non-LI dialogue in ME2 seemed pretty slim (at least on Normandy...hug interrupt ftw, and Shepherd explaining how Tali's contributions to the Citadel had made the galaxy see the value of all Quarians was pretty awesome.)
5. Grunt. He does the violence and nigh-on indestructibility, and I'll keep on doing that funny human thing I do.
6. Legion. I like the idea of having a main antagonist from the first game on my side. And I'm impressive by how expressive Bioware made Legion's optics and faceplates.
7. Am I already at 7? Wrex. I know he's King of the Krogan now. I'd be happy if he was only playable with a side mission with Grunt, so he can show the young upstart how it's done!
8. Samarra. It doesn't feel like Mass Effect without an Asari. Maybe she can teach a biotic Shepherd how to do that cool glowy eyes thing.
Bonus characters:
-A volus. Am I the only one who thought it would be even MORE FUNNY if the volus "god of biotics" actually WAS an amazing biotic?
-The Illusive Man.
-Anyone want to take bets on a Collector squadmate?
-An Elcor. Between his Shakespeare and Morden's singing, the ME3 Normandy will have some culture.

1. Tali: I will admit that in the first game I wasn't a huge fan. But the second game changed that dramatically. Her loyalty mission was awesome, the romance was fun, and she's just a great character anyway.
2. Mordin: Absolutely hilarious. And badass. And awesome. Do I have to mention what he says if you have Tali as your love interest? Probably one of the things that made me laugh the hardest in the game.
3. Thane: Absolute badass. I don't care if he only has 6 months to live, they'll find a way for him to survive.
4. Legion: One of the most interesting characters by far. The fact that he has a piece of Shepard's armor and doesnt know why speaks volumes. Also the whole being a thousand minds thing is sweet.
5. Liara: I liked her a lot in the fist game, but the second one kind of broke my heart. Why you gotta be like that was the only thing I could think when I talked to her. I didnt get to that dialog that explains it all, but ive heard it from other people. Still...lame.
6. Garrus: Another hilarious and awesome character. When his face got messed up and he mention how maybe I'd have a chance with the women now I laughed my ass off.
7. Urdnot Wrex: Just a badass overall. I want the true leader of the krogan on my team. He needs to be playable again. Grunt's got nothing on him.
8. Conrad Verner: I want the redemption of conrad verner to be complete. Yeah, even if your nice to him he's an ass but still. I want him to have redemption and become a hero. It could happen. Look at Neville Longbottom's transformation in the Harry Potter series. Conrad has potential.
Notice how I have no humans other than Conrad. In my opinion so far all of the humans have been weak. The only one I even like a little is Jack.

5- Liara - She would give some character depth among the crew.
6- Jack - The same applies here as it does with Liara -- just opposite ends of the spectrum.
That's the major characters I have an interest in. These next two are just to round off the list to 8.

1. Garrus. He's just awesome. Sniping skills, badassery, sarcasm . . . Also, I want to see him shirtless.
2. Kaidan. Love that man. I still want at least one of my Sheps to have babies with him. And he was my permanent squad member in ME1 because of how versatile his numerous abilities were.
3. Samara. PLEASE don't make her romanceable, though. Not gonna lie, I want her too, but part of what I like best about her character is that she simply isn't interested in a relationship with Shepard. She has other things to do.
4. Wrex. I'd really like to trade in Grunt for my original Krogan, though with Wrex's new position, I highly doubt that can happen.
5. Mordin. Hilariousness.
6. Jack. I still want to fix her. Also, I want to see what kind of epic new tattoo she gets for saving the galaxy.
7. Thane. Possibly he could postpone his tragic demise for one more mission?
8. Legion or Chellick. Legion's incredibly interesting. And I would really enjoy seeing Shepard acting as his bodygaurd/go-between or something if he tries to talk to the Council. However, Legion's Geth-ness also makes it incredibly likely he'll leave Shepard's team. So I propose Chellick as a substitute. I was so sad my favorite C-Sec officer (aside from Garrus!) didn't make it into ME2. I think Turians' position as Space Spartans would make it perfectly logical for Shepard to have more than one on her team. And Chellick was so fierce! And I loved his coloring.
2. Kaidan. Love that man. I still want at least one of my Sheps to have babies with him. And he was my permanent squad member in ME1 because of how versatile his numerous abilities were.
3. Samara. PLEASE don't make her romanceable, though. Not gonna lie, I want her too, but part of what I like best about her character is that she simply isn't interested in a relationship with Shepard. She has other things to do.
4. Wrex. I'd really like to trade in Grunt for my original Krogan, though with Wrex's new position, I highly doubt that can happen.
5. Mordin. Hilariousness.
6. Jack. I still want to fix her. Also, I want to see what kind of epic new tattoo she gets for saving the galaxy.
7. Thane. Possibly he could postpone his tragic demise for one more mission?
8. Legion or Chellick. Legion's incredibly interesting. And I would really enjoy seeing Shepard acting as his bodygaurd/go-between or something if he tries to talk to the Council. However, Legion's Geth-ness also makes it incredibly likely he'll leave Shepard's team. So I propose Chellick as a substitute. I was so sad my favorite C-Sec officer (aside from Garrus!) didn't make it into ME2. I think Turians' position as Space Spartans would make it perfectly logical for Shepard to have more than one on her team. And Chellick was so fierce! And I loved his coloring.

1. Tali aka my baby- She is my favorite character in the ME universe and I keep her by me at all times. Tried my hardest to get with her in the first game but couldn’t and now I am happy. I loved every mission about her and her romance with you just feel real. She is the truth with her tech and adds another squad mate when she deploys chikktika. "go for the optics…go for the optics"
2. Miranda - She is sexy and super powered. Not to mention she can hold it down as a leader in her own right. She is almost the perfect woman for Shepard if he was to stick with a human female. Miranda also has a number of connections due to her run as a member of Ceberus that will come in handy. Her and Tali stayed in my team through out my first play through of ME2. Plus I think she has the best outfit in the game next to Aria and Tali.
3. Liara - I could listen to her talk all day because she just knows so much. Liara proved to be the most loyal member of your crew and you owe your life to her plus in ME1 she ended up being in my away team with Tali almost all the time. It is also nice that she can get just about any info we will need for a mission to plan things well.
4. Mordin - Every team needs a scientist that can get the job done in a moments notice and this one is better then most because he can fire a gun too. His moral delima is one of the best stories in the game and it feels very real. Almost like how you would expect the scientist to feel when they invented the atomic bomb. Trust me this guy will save your life over and over again. Plus one day he will be able to create any antibiotic or vaccine my baby will need from all the hardcore action we will be having in our clean bed room.
5. Garrus - Every group needs a sniper. Garrus is mine plus he knows how to get guerilla war fare when you need it cause every fight cant be fought the straight up way.
6. Legion - I need another tech in the group to send into situation that I will not let my baby do like the vents on the suicide mission. I know that sounds cold but if you think about it legion can not die. He will just down load into a new body plus I have the added bonuses of a geth army being at my command and him working with my baby to hack into any system I need.
7. Thane - When you need it done right and you need it done quite this is your man. Every group needs a ninja character that can take care of things you don’t want anyone to see you doing. He is also surprisingly deep. Perfect recall can come in handy too when you need info that Liara and Hacking into mainframes can not get. Just send him out to get the spy info first hand.
8. Grunt - He can take it and he can dish it out. The only problem with him is that one day he is going to fight you because you are strong.
#9. Aria - This is one super bad Asari. Not only is she powerful enough to stop a mud whole in a krogan she is in control of the most dangerous place in space. What ever you want or need you can get with her on the team. Plus she is in my opinion the best looking Asari in the game. I just love her outfit and the tattoos.
