The Blood Dragon armor definetly works while offline however, since i've had that in my inventory for ages while being offline.

I fully agree with being online to confirm that you own the bought downloadable content if it stops mass pirating. It has been very normal for consoles and i dont see a reason why it cannot be so on the pc.
As for save games, you can load them, while being offline, unless you have DLC installed.

But i have DLC loaded, and my savegames work fine offline. Wouldn't i have lost the Blood Dragon armor if it wasn't possible?

But that is for DLC like lets say, stone prisoner or wardens keep. Bonus items are mostly not tied to this type of system. and Blood dragon armour is a bonus item

It shouldn't be a 1984 situation where they have to go "Big Brother" on players who just want to play the game and the DLC they bought.
