I don't think that's necessarily the case. Sure, not everyone will get large roles, but some very well may. After all, Ashley and Kaiden were both potentially dead in the 1st game, but they've all but confirmed that your initial LI's will have a significant role in ME3.
More importantly, I think that Bioware recognizes that they have a couple of characters here that became overwhelming fan favorites. It would be logical for them to include Tali and Garrus so that people retain an emotional connection to the story. This is a pretty character-heavy game, after all -- your squadmates aren't there just to back you up in a firefight, the interpersonal relationships are a major attraction of the game. Tali and Garrus are the only ones that have the potential to be the characters who make it all the way through the ME Trilogy with you; that has major emotional weight with the player, and can help them connect with the earlier parts of the story. I don't think they'll throw that away.
I certainly hope not anyway, I really do like those characters and I'd be very disappointed not to see at least them back in the game.

Ya, I don't expect them all to get big roles, but at the same time I don't expect them all to be refined to cameos. We're just rooting for the ones that have been with you since the beginning to return here.

I wanted Garrus to be a team member so I could romance him, but this was before I knew it was in the works.
What I fear is that since I romanced Garrus, both him and Fat Head(Liara) are going to make me choose. I chose Garrus even before Liara raped me.
In ME3 the LIs are supposed to have a big part, so I would expect any LI would pop up. I don't necessarily expect them on my crew. A chance to meet up with them, have my way with them and go to a mission is all I ask. They don't need to be at my heels the whole time. I won't set my hopes up high, this way if Garrus and Thane are in the 3rd game I'll be super happy.

I expect them to return, though. Both Garrus and Tali are fiercely loyal and unlike other character (*cough* Ashley/Kaiden/Liara *cough*) they think you're important enough to drop what they're doing and help you out.

Good question. They cant have some players start out with almost no one (not even Shepard), while others start out with so many of the old team.Mak89 wrote...
It will be interesting to see how they handle the characters in ME3. I mean how are they gonna do that? I'd rather have no new characters and just create a sqaud out of the ones you had in ME1 and ME2, but if your whole team dies or 4 die...how are they gonna do that?
As much as i hate the thought, i wager that ME3 will be set decades, if not centuries after ME2. Just look at the Reaper Fleet in the end. They've not even reached the milky way, yet, and they don't look like they're moving fast.
It might be that we only get to read a few dossiers on what happened to the old crew (including Shepard), while being forced to start with a new one, maybe a descendant (which would give some point to importing old saves)

The whole "they can die in me2" thing is moot. So can Shepard. How did they handle that? The import ends with ME2. They can easily just make the most popular characters (Tali/Garrus for the most part) canonical to survive.
