I have used both the Tech power and the ammo for Incineration against every enemy in the game. Sheild, Barrier, Armor, and HP.... I dont even get 1/25 popup for the acheivment. Is there something wrong or am I doing something wrong?

The ammo has no effect on the achievement at all. In order for you to actually start getting credit for the achievement you have to have incinerate destroy any armor that remains on a target, just hitting someone with armor won't do anything.

^ this. Incinerate has to *destroy* the armor.
