Well, you can. All you have to do is unflag it.

The bug is that if you where nice to him in ME1, he acts like your where a massive ass to him.

I wouldn't hold your breath for a fix. I think it's scripted purposely to make fun of your Mass Effect 2 character
Update: Yeah. I think the reason Bioware hasn't responded to this is because it definately suppose to be a joke.

One of the hardest dialogue choices I had in ME2 was to decide whether or not to shoot him in the leg or not with my paragon.

I tried it. I unchecked "intimitaded Conrad", started NG+, did a speed run to Illium and I can confirm that there's absolutely no difference, Conrad still says the same thingxThunderblazex wrote...

That means this isn't a bug, devs just decided to go that way with it
